From October 3rd to 6th, Brazil will promote the 2023 edition of Rio Innovation Week, an annual event to showcase entrepreneurship and innovation.

2023 HALF-YEAR WRAP-UP:

IT PARK RESULTS

Uzbekistan’s IT sector keeps growing rapidly and setting new records. The state is successfully unlocking its potential and creating more opportunities to draw in foreign businesses. IT Park Uzbekistan makes a significant contribution to the development of IT. Data for the first half of 2023 depicts ongoing positive dynamics in the IT sector.

 

VOLUME OF EXPORT

Exports for the 1st half of 2023 exceeded the annual exports of 2022.

The volume of exports of IT Park residents increased by 2.7 times compared to the 1st half of last year and reached $145.3 million. It is important to note that exports for the 1st half of the year exceeded the annual exports of 2022, which amounted to $140.9 million. For the 1st half of 2023, 45% of exports fall to the share of the USA, 14% – the UK, 8% – EU countries, and 33% – to other countries such as Singapore, UAE, Sweden, Canada, Korea, etc.

When analyzing the structure of exports of IT services by areas, there is a transformation of the income of residents from BPO services to services with a higher added value, particularly, software development and game devs, compared to the 1st half of 2022.

One can notice a decrease in the share of exports of BPO services from 63% in 2022 to 20% in 2023 but considering the significant growth in exports in such areas as game dev, which totaled $15.2 million (an increase of 16.7 times from $0.9 million). Export of software products made up $60 million (an increase of 3.8 times from $15.7 million), and rendered technical support services totaled $10.8 million (an increase of 6 times from $1.8 million)

Based on the results for the 1st half of this year, it is expected that the total volume of IT exports will reach $300 million by the end of 2023.

 

VOLUME OF SERVICES PROVIDED

Given that the volume of services for the first half of 2022 totaled 2.2 trillion UZS, there was an increase of 2.4 times in the overall volume of services provided by IT Park resident enterprises to 5.4 trillion UZS. It should be noted that the total amount of services delivered in 2022 amounted to 5.8 trillion UZS.

 

NUMBER OF RESIDENTS

According to the results of the first half of 2023, the total number of IT Park residents is 1,424 companies, of which 986 are registered in the city of Tashkent, and 438 in the regions of the Republic, 296 residents are educational companies, and the number of companies with foreign capital participation was 213. In the first half of the year, the number of export-oriented IT Park resident companies reached 442, which is 2.2 times more than in the previous year.

408 companies were granted resident status in IT Park in the first six months of the year, while 200 were deprived, and 144 were denied resident status. Failing to fulfil the obligations was the reason for some of IT Park residents to be deprived of the status. In particular, 84 companies did not provide an audit report for 2022, and the remaining 116 failed to submit a quarterly report for 2023.

Because of the incentives, IT Park residents are offering more job opportunities by creating over 4,100 jobs in the first half of this year. More than 22,140 professionals were employed in total.

In 2023, new Zero Risk, Local2Global, and Global Excellence programs were launched to draw in new IT companies to Uzbekistan and to support existing IT Park residents in tapping into new markets.

 

The programs entail providing opportunities to reduce initial risks, collaborate with global consultants and site selectors to draw in international IT outsourcing and BPO companies to the Uzbek market, as well as to raise awareness, and improve the state’s brand as a new outsourcing market. For existing resident companies, the program offers export advisory reimbursement, a fully funded trip to Uzbekistan for company clients, and an export mentorship program.

 

In addition, in order to expand their potential and advance in the international market, resident companies were given opportunities to participate in such major events as JAPAN IT WEEK in Japan, Plug and Play Silicon Valley Summit in the USA, INDIASOFT 2023 in India, BETT in the UK, CX Outsourcers Forum in Scotland, Dublin Tech Summit in Ireland, Uzbek-German Business Forum in Germany, STEP Conference in the UAE, Central Asia Games Show (CAGS) in Kyrgyzstan, Digital Almaty in Kazakhstan and many others.

 

IT Park established cooperation companies and organizations such as Amazon Web Services EMEA SARL (Germany), Google (USA), ACIR (Spain), Enterprise Singapore (Singapore), Singapore Business Federation (Singapore), Gemx Technologies (Singapore), ASPA (Korea), Daegu Technopark (Korea), Science Park of Mongolia (Mongolia), Bandung Technopark (Indonesia), Global 500 (Georgia, USA), and ITC Iran TVTO (Iran) in order to boost the IT sector in Uzbekistan.

 

IT Visa. It should be noted that from April 1, 2022, residents of the IT Park received additional benefits and preferences. Specialists and investors, as well as foreign founders of IT Park residents are given the opportunity to obtain a 3-year IT visa:

 

• the rate of income tax on dividends of foreign founders of IT-Park was reduced – from 10% to 5%;

• attracting foreign specialists without obtaining permits for the right to work on the territory of Uzbekistan;

• residents of the IT-Park got the right to pay dividends and salaries to their foreign founders and specialists in foreign currency on debit cards – as part of the proceeds from the export of works/services;

• IT Park residents can use the virtual office service, which makes it possible for employees to work remotely and frees the company from renting office space. In addition, the use of a virtual office is not a basis for classifying a company as a high tax risk.

 

Credits. An opportunity was provided to create the basis of quality IT education and to provide loans for the purchase of equipment to those interested in the field, as well as to graduates of educational institutions who are residents of the IT Park. Loan funds are provided for 2 years, and their percentage is covered by the budget of the Youth Affairs Agency. The borrower pays the principal.

 

Loans can be received by those who have a certificate of completion of courses on the "One Million Uzbek Coders" platform no more than two months ago, or those who have a certificate of successful completion of training courses in the IT field of organizations considered to be IT Park residents for the last 6 months.

 

Education. As a practical proof of complex measures, following the order of President Shavkat Mirziyoyev and the decision of the Cabinet of Ministers dated June 1, 2022 No. 297 (On measures to establish the digital university "IT-Park University") IT Park University, the first online higher education institution in our country, was established. The founders of the university in a new format are IT Park and the company "EPAM Systems".

 

Besides that, the opening of the technical center of the global innovation platform "Plug and Play" in Uzbekistan in 2022 was a great event for the startup ecosystems of Uzbekistan.

 

PLANS

In the near future, IT Park plans to expand the types of activities for residents, which will include companies from the fields: creative economy, e-sports, accelerators. The organization also intends to open representative offices in the countries of the Middle East and Southeast Asia. Moreover, IT Park intends to attract the regional headquarters of the largest corporations to Uzbekistan.

From November 15 to 17, 2023, Tashkent will host the 28th Tashkent International Tourism Fair “Tourism on the Silk Road” TITF 2023. The organizers of the fair are the Ministry of Culture and Tourism of the Republic of Uzbekistan, the State Unitary Enterprise “National PR-Centre”, the company “Team & Co Group”. The pavilion of the National Exhibition Complex “UzExpoCentre” has traditionally been chosen as the venue of the fair.

 

The Tashkent International Tourism Fair is the largest informational event promoting tourism products and establishing business contacts and communication for cooperation. TITF has been held since 1995 with the support of the UN World Tourism Organization (UNWTO). Annually, the exhibition gathers hundreds of professionals from the tourism industry and creates the best conditions for the development of this industry at an international level.

 

Last year, after a 2-year pause, the grandiose return of TITF-2022 took place. For the first time in the history of TITF, the Tashkent International Tourism Fair was organized in the form of a public-private partnership without attracting budget funds. During three days, from November 30 to December 2, the fair was visited by more than 11,000 people. Also, according to the results of TITF-2022, representatives of 300 companies took part in the fair, where 7000 contracts were signed. The initiators of the fair were the Ministry of Culture and Tourism of the Republic of Uzbekistan and the State Unitary Enterprise “National PR-Centre”.

 

This year the fair will bring together experts of the tourism business from all over the world and, in many ways, it will be useful to all representatives of this sphere: employees of leading travel and transport companies, major hotel chains, diplomatic corps, educational institutions in the field of tourism, as well as representatives of MICE tourism.

 

An international forum with the participation of leading international and domestic experts in the field of tourism will be held in the business part of TITF-2023. B2B meetings, round tables, exhibitions of tourist services and handicrafts, presentations of regions of Uzbekistan with tourist potential, a fashion show with famous international and national designers, a gastro-bazaar with the participation of domestic and international chefs are also planned.

 

It is also necessary to note the significant support of TITF from the state. Thus, under the chairmanship of President Shavkat Mirziyoyev, a video conference was held on September 19, 2022, dedicated to measures to further increase the potential of domestic and inbound tourism. All this determined the positive dynamics of the development of the international tourism fair.

Ташкентская международная туристическая ярмарка «Туризм на Шёлковом пути» ТМТЯ-2023

 

С 15 по 17 ноября 2023 года в Ташкенте состоится 28-я Ташкентская международная туристическая ярмарка «Туризм на Шёлковом пути» ТМТЯ-2023. Организаторами ярмарки выступают Министерство культуры и туризма Республики Узбекистан, Государственное унитарное предприятие «Национальный PR-центр», компания «Team & Co Group». Местом проведения ярмарки традиционно выбран павильон Национального выставочного комплекса «УзЭкспоЦентр».

 

Ташкентская Международная Туристическая Ярмарка — это крупнейшее информационное событие, способствующее продвижению туристических продуктов и установлению деловых контактов и связи для сотрудничества. ТМТЯ проводится с 1995 года при поддержке Всемирной Туристкой Организации ООН (UNWTO). Каждый год выставка собирает сотни профессионалов из индустрии туризма и создает лучшие условия для развития этой отрасли на международном уровне.

 

В прошлом 2022 году, после 2-летней паузы состоялось грандиозное возвращение ТМТЯ-2022. Впервые в истории ТМТЯ, Ташкентская международная туристическая ярмарка была организована в форме государственно-частного партнерства без привлечения бюджетных средств. В течении трех дней, с 30 ноября по 2 декабря, ярмарку посетили более 11 000 человек. В деловой части ТМТЯ-2023 состоится Международный форум с участием ведущих международных и отечественных специалистов в сфере туризма. Current state and prospects of development

In recent years, the volume and types of online banking services Uzbekistan through remote services and mobile applications have significantly expanded in the financial services market of our country. The processes in the domestic financial services market in the past year took place against the background of post-pandemic fluctuations in world markets, recessionary processes in financial markets and conflict situations in the world.

 

Monetary policy and inflation

In 2022, the Central Bank Uzbekistan continued a balanced monetary policy, taking into account the situation on world markets. If the Central Bank in the first quarter of the year, due to sharp changes in world markets, uncertainty and fluctuations in the foreign exchange market of the main trading partners, raised the main interest rate from 14% to 17%, then in the second quarter, after the fading of tensions on world markets and due to the persistence of a number of inflationary risks, it decided to reduce the main rate June 10 to 16% and July 22 to 15%.

The achievement of the 5% inflation target set in monetary policy has been postponed until the end of 2024. Due to the increased inflation risks during 2022, inflation accelerated compared to last year and reached 12.3%. However, according to surveys conducted in October by the Central Bank among business entities and the population, the average values of inflation expectations of the population, compared with last month's surveys, showed a partial decrease (from 15.2% to 15.1%) and an increase in business expectations (from 13.8% to 14, by 2%), while median values showed an increase in inflation expectations in both strata (population expectations — from 11.8% to 12.3%; business expectations – from 11.3% to 12%). In 2023, the inflation rate is projected at 9.5%.

 

Banking sector

In 2022, the number of credit institutions providing financial services in our country reached 190 (177 at the beginning of the year). Of these, 33 commercial banks, 157 non-bank credit organizations (77 microfinance organizations, 79 pawnshops, 1 mortgage refinancing organization). Three banks provide remote services in the form of Internet banking (TBC bank, Anorbank, Uzum bank).

As of December 1, 2022, 78% of all assets of the banking system belong to state-owned commercial banks. While in state-owned banks the ratio of credit investments to deposits was 231.4%, in other commercial banks this indicator was at the level of 80.3%. In the country, the total amount of credit investments of banks amounted to 382.1 trillion sums (an increase of 19%), compared to last year), the total volume of deposits is 216.5 trillion sums. There were positive changes in the ratio of deposits to loans (56.7%) compared to the previous period (44.7%), structurally 25.6% of loan balances accounted for individuals, 74.4% — for legal entities, the distribution of deposits was 26.7% by 73.3%. At the same time, there was an increase in the activity of individuals by 3-4% compared to last year.

As of December 1, 2022, the total number of NPLs in the general banking system loans was at mid-4% and increased to 1.7%, in line with the previous year's general credit portfolio increased to 61.3 trln. sums, but the NPL decreased to 3.1 trln. sums.

At this point, 83.4% of all credit portfolio (318.8 trln. sums) income at the bottom of 12 state banks, and other Honor (63.3 trln. sums) – at the bottom of 19 honorable banks. During the paternal period, apart from the Uzagroexportbank (95.8% below the NPLs), the reduction of the problem loans increased in all state banks. And, on the other hand, the problem of loans in honorable banks increased, in comparison with the previous period, in Trastbank (at 1.4%), Davrbank (at 0.7%), Tengebank (at 1.3%), Anorbank (at 0.9%), Ziraatbank (at 2.7%) and Ravnaq bank (at 39.9%).

Credit investments of commercial banks reflected the following state in the context of industries: as of December 1, 2022, the volume of credit investments in the industrial sector amounted to 126.5 trillion sums (33.1% of the total volume of loans; an increase of 9.9% compared to the same period last year); in agriculture — 40.4 trillion sums (10.6%; growth of 15.7%); construction sector — 10.1 trillion sums (2.6%; growth of 6.9%); at trade and general services enterprises — 29.1 trillion sums (7.6%; growth of 7.6%); in the field of transport and communications — 28.4 trillion sums (7.4%; 0.2% growth); the volume of loans received by individuals amounted to 97.7 trillion sums (25.6%; growth 43.4%). If in 2022 the volume of loans issued to individuals increased by 43.4% compared to the previous period, then the volume of credit investments in housing and communal services decreased by 41.5%.

As of December 1, 2022, the total number of users of the remote banking service system was 29,210 (20,203 as of January 1, 2022, an increase of 45% in 11 months), of which 28,046 were individuals (19,235 thousand or 46%) and 1,164 were legal entities (968.6 or 20%). As of October 1, 2022, 46 Internet banking payment organizations (10 of which are licensed in 2022), 15 electronic money systems (5 of which are licensed in 2022) are registered in the Central Bank.

 

Insurance market

As of October 1, 2022, 41 insurance organizations operated in the financial services sector, 25 of them are members of the Payment Guarantee Fund. During this period insurance organizations have attracted insurance payments of 1.9 trillion sums (an increase of 137% compared to the previous period) and 4.5 trillion sums (73%) calculated as insurance premiums. Insurance payments accounted for 63% of the total amount of life insurance payments, 28% — for voluntary insurance and 9% — for compulsory insurance. For 9 months of 2022, insurance organizations have contributed 4.4 trillion sums to the economy (an increase of 22%), while 58% of investments were placed in commercial banks in the form of deposits, 29% — in the form of securities, 8% — real estate, as well as 3% — in the authorized capital of organizations and in the form of other investments.

 

Reforms in 2022 and plans for the future

In 2022, a number of reforms were implemented in the banking and financial sector and in the capital market. A number of changes envisaged for 2022 in the Development Strategy of the New Uzbekistan for 2022-2026 have come into force. In particular, the composition of the supervisory boards of commercial banks with a state share has been updated and the number of independent members in the supervisory board has been increased from 27 to 35 (32%); a KPI has been introduced for the management of commercial banks with a state share; the audit commission in commercial banks with a state share has been abolished; Agreements were reached and documents signed with a number of international organizations on the transformation of banks such as Asakabank, Xalq bank and Turonbank, as well as on the development of a long-term strategy; Ipotekabank was sold to the Hungarian commercial bank OTP bank during the privatization process.

The Development Strategy of the New Uzbekistan for 2022-2026 in the coming years in the banking and financial sector provides for:

– increasing the share of the private sector in the banking system from the current 18% to 60% and bringing the volume of the stock market to $ 7 billion;

– reduction of income tax in the banking and financial sectors from the current 20% to 15%;

– creation of a "Development Bank" for the development of industry and infrastructure in the regions;

– development and approval of "roadmaps" for the mass placement of shares of Xalq bank, Qishlok Qurilish bank, Microcredit bank, Agrobank, National Bank through the stock exchange until the end of 2023;

– development of programs for the development of modern financial services, operations and technologies, as well as non-cash payments.

The recent Address of the President of the Republic of Uzbekistan to the Oliy Majlis and the people of Uzbekistan identified a number of reforms and changes that should be implemented in the field of finance and financial services. In particular, it was announced that in 2023 about a thousand state-owned enterprises will be put up for sale. Also, 10 of the largest companies and commercial banks of the country will be put up for open primary stock trading — IPO. Such changes, in turn, will serve to accelerate real economic growth by involving the savings of the population in investment activity, improving financial literacy, and increasing working capital.

 

Forecast of the main indicators of macroeconomic development

Based on two scenarios, the Central Bank gave a forecast of indicators of macroeconomic development of monetary policy for 2023 and 2024-2025.

Basically, the scenarios of macroeconomic development are determined as external conditions — the continuation of the uncertainty of the geopolitical situation, the tendency to lower prices in the energy and raw materials markets, as well as the conditions of the internal environment — the continuation of structural reforms, the reduction of the role of the state in the economy, increased activity in the private sector and fiscal policy decisions.

An alternative scenario of macroeconomic development was prepared based on the likelihood of a reduction in production and aggregate supply under the influence of climate change, a decrease in external demand, a decrease in foreign exchange flows coming through various channels, against the background of increased external risks and a global recession.

The Central Bank took into account the following external conditions when making forecasts. According to the forecasts of the main scenario, the oil price in 2023 will be $80-90/barrel (under the conditions of the alternative scenario — $50-60/ barrel), high volatility of the national currencies of the main trading partners is not expected (the national currencies of the main trading partners will depreciate significantly), the price of gold is formed at about $1600-1650/an ounce ($1500-1600/an ounce). Also, in 2023, the volume of international money transfers to Uzbekistan will decrease compared to the volume of 2022, and the current account deficit of the balance of payments will amount to 4-6% (7-9%) of GDP.

According to the main (alternative) scenario of macroeconomic development indicators presented by the Central Bank, the following forecasts were made:

– annual inflation at the end of 2022 will be 12-12.5%, in 2023 — 8.5-9.5% (under an alternative scenario — 7-8%), in 2024 — 5-6% (6-7%), in 2025 — 5% (5-6%);

– real GDP growth at the end of 2022 will be 5.2-5.8%, in 2023 — 4,5-5% (3-3,5%) (according to the Ministry of Finance — 5.3%), by 2024 — 5-6% (4-4,5%), and in 2025 — 6-6.5% (4-5%);

– the growth of foreign direct investment by the end of 2022 will be 5-6%, in 2023 — 20-30% (a decrease of 15-25%), in 2024 — 20-25% (5-15%), in 2025 — 10-15% (30-35%);

– in the general fiscal balance, a deficit is projected until 2025, at the end of 2022 the deficit in relation to GDP will be at the level of 4-4.5%, by 2023 — 3-3,5% (4-4,5%), 2024 year — 2-2,5% (3,5-4%), and in 2025 — 2% (3%);

– in 2022, export growth (excluding gold) was expected at the level of 20-25%, in 2023 it is expected at the level of 13-17% (5-7%), in 2024 — 10-12% (7-9%), in 2025 — 9-10% (9-10%), and imports at the end of 2022 will be 17-20%, 2023 — 14-15% (8-10%), 2024 — 12-14% (8-9%) and 2025 — 8-10% (10-11%);

– the balance of credit investments at the end of 2022 will grow by 17-19%, in 2023 — by 15-16% (10-12%), in 2024 — by 16-17% (12-14%), in 2025 — by 14-15% (14-15%).

On July 13, 2021, the Israel Export Institute (IEI) and the Chinese International Economic Cooperation Association (CEICA), Taiwan, co-organized “The 8th Taiwan-Israel Joint Business Councils Meeting”, with the support of the Israel Economic & Trade Mission in Taipei.

 

“Taiwan – Israel Joint Business Councils Meeting” is a bilateral business conference held regularly between entrepreneurs from Taiwan and Israel since 1996, with the purpose to facilitate economic interactions between the two countries.

 

Due to the pandemic, this year’s Taiwan-Israel Joint Business Councils Meeting was held in a virtual form and focused on “Startup”, “Water” and “Energy” sectors. Nearly 70 Taiwanese and over 50 Israelis attended the meeting online with a total of 120 participants.

 

The meeting was inaugurated by two Chairmen from both sides: Mr. Arthur Yu-Cheng Chiao, Chairman of Israel Committee, CIECA, Taiwan, and Mr. Adiv Baruch, Chairman of IEI.

 

Mr. Y. C. Tsai, Director General, Department of International Cooperation and Economic Affairs, MOFA Taiwan, and Ms. Noa Heinemann, Director of Asia Pacific Desk, Foreign Trade Administration, Ministry of Economy & Industry, Israel, were invited to deliver their greetings.

 

During the plenary session, industry experts from both sides shared their exemplary business practices. The speakers highlighted potential cooperation opportunities for Israel and Taiwan to work together in the future.

 

Before the event’s conclusion, a B2B networking platform was provided for the Taiwanese and Israeli companies active in various fields such as Startup, Energy, Water, Fintech, etc., to further extend their interests and build business connections.

 

“The 8th Taiwan-Israel Joint Business Councils Meeting” has not only brought informative industrial knowledge, but also opened up meaningful dialogues between Taiwanese and Israeli business communities. Both parties look forward to an intensified trade relationship.

INFORMATION about the incentives for the development of IT services in Uzbekistan

In accordance with the Statistics Agency under the President of the Republic of Uzbekistan, in 2022, the share of information and communication technology (ICT) services in the country's economy was 1.7%.

The added value of ICT services consists of communication services – 66.5%, computer programming, consulting and other related services – 19.4%, data hosting and processing services, Web portals – 7.0%, repair of computers and communication equipment – 4.7%, software release – 2.4%.

In accordance with the legislation of the Republic of Uzbekistan IT-Visa is granted for up to 3 years. It gives an advantage to receive education and medical services on the terms provided for citizens of the Republic of Uzbekistan, and the opportunity to purchase real estate of any value.

IT-Visa is issued by the territorial divisions of the internal affairs bodies of the Republic of Uzbekistan at the place of temporary residence of the applicant based on the recommendation of the IT-Park Directorate. At the same time, family members (spouse, parents, children) are issued a visitor visa.

IT Card – a type of recommendation issued by the Directorate to foreign citizens, on the basis of which an IT Visa is issued for citizens with a visa regime, or only an IT Card for citizens with a visa-free regime, to use incentives and preferences.

1) An Investor is an individual or a representative of a foreign investment company providing financing to a Legal Entity operating in the field of information technology through an Agreement in the amount of at least the equivalent of 10 thousand US dollars.

2) IT specialist is a specialist who has a qualification/specialization in the field of information technology, is employed in a legal entity of a resident of the Republic of Uzbekistan in an IT specialty and confirms his income from IT activities is not less than the equivalent of 30,000 US dollars for the last 12 months at the time of application.

3) The founder of an IT Park resident is an individual who is the founder / founder of a legal entity of a Technopark resident, duly registered and included in the Unified Register of Residents.

Tax incentives and preferences for IT Park residents:

Full exemption from all types of taxes – 0%;

Exemption from customs charges– 0%;

Personal income tax rate – 7,5%;

Tax on dividends – 5%.

Opportunities for IT Park residents:

Virtual office;

Dividend payments in foreign currency;

Salary payments in foreign currency;

Work permit for foreigners is not required.
